INSPIRE is the top level abstraction for Catalog Services in Europe. In the planned European SDI-architectur it is client to both the GDI-DE which is client of GDI-NRW. This cascading architecture is way cool but also presents some inherent problems as "the web" is still rather flat and this cascading architecture expects depth.

Create your own Metadata
The INSPIRE directive onyl requires public administrations to deliver valid meta date information. It does not mandate how to do this! You can simply use the Metadata editor implemented by the JRC to create meta data XML files, put them into a web directory and publish the link. This will probably be the most useful thing you cn do. Alternatively you can also set up a special service instance like GeoNetwork opensource and operate you own Catalog Service in the Web. The third alternative is to piggyback on an existing service as is provided by many institutions starting at all levels of the administration.
