Update GUI revisited

When updating to a new version of Mapbender it would be helpful to be able to add new functionality to existing GUI.

Additionally it will be hard for larger installations to keep up with new modules if the total number of affected GUI is large. "Large" in this context might already be 10 separate GUI.

See also I18n - as yet not completely decided! It will strongly affect updating of GUI!
